It looks like the ratchet pawl or dog, or whatever the correct name is for it on a typewriter, is missing. I have a spare Underwood carriage that you are welcome to the parts if you want. Email direct, I'm in the USA.I have a Royal with a similar carriage advance problem, but I do not know enough of what things are called to explain it to you :(
I have an Underwood with what I assume to be that exact mechanism. It's a 1952 Correspondent, Canadian made. I will send a photo of the mechanism when I get a chance. There are parts missing, which is quite obvious!

Too bad the typewriter is not working properly. I hope you can restore it soon.

When I checked one machine in response to this post, I discovered two screws preparing to leap into oblivion. Took an hour to tighten them up because they are so hard to reach.
