I remember when you could specify if you wanted to send your letters via standard ground mail, or via the ultramodern and faster air mail. Of course, air mail cost more - they charged you for the actual weight of your letter. So you had to look for ways to make your envelopes lighter. Using paper like this was a very common way to keep the costs of sending a letter "par avion" under control.

Back in the '70s and early '80s, in Mexico, you could actually buy envelopes with a red-and-blue striped design along the border. These envelopes were so marked to indicate the letter was being sent by plane. Or you could buy stickers with the same colors and the words "correo aéreo", "por avión", or in English "Air Mail". You then attached those stickers to your envelope. Otherwise, unnmarked letters were sent by default via the standard ground system.
